Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: positive announcements are delivered from various governments. Immense energy is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from ruin and another blackout.
Continuous Dangers
Soon after, a automatic firearm fired at a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, damage and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's essential dependence on international aid – a dependence that regional partners are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new approach from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.
Tactical Assessments
It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unrealistic to pressure the Kremlin to abandon the land that it presently holds in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until situations evolve in its benefit.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
